Is there an Group Policy Option to alert users when a file or folder
name is to long for the windows limit? I have run into the long file
name issue on file access and also when running a file backup.

No. The name ties in with the folder path as well. So if a name was short
but it had a long path it might not work yet a name of a file that was a 100
characters might if it was near the root.

Please see Tomasz's response to this twice posted newsgroup question. This
feature I was unaware of but I still believe you will have to reboot the
machine.
