Hi I would like to make my computer a VOIP device (via software) and
have a server that has a Modem dial out for me. When the phone rings,
the modem will receive the ring pulse and if the computer is on, it can
then "ring" for me. I cannot find any solutions that do this without
some special hardware or corporate devices. Or is there a device that
hooks into my network and to the phoneline and does this function
already that I can buy? If so ideas are greatly apreciated!!!

Asterisk could be your best bet http://www.asterisk.org/

BTW you will need to a QuickNet LineJack as a full-duplex sound and
modem card or some generic card supported by asterisk...
