HP Deskjet 9650 cartridge error

This printer has an error like "color print cartridge is installed
incorrectly". I thoroughly cleaned the contacts on the cartridge and the
carriage assembly (this is a new cartridge). When I remove the cartridge, it
says that there is no cartridge installed. I reseated the ribbon cables with
no success. Even when I remove the color cartridge, the printer will not
print a black & white test page. It pulls the paper, aligns the carriage
over the paper, the carriage moves sporadically (and pauses for long
periods) and prints nothing.
Any help is appreciated.
