Can you have a Active Directory without a DNS server on a Windows 2000 Server?

AD MUST have a DNS server for the AD domain. As long as the DNS supports SRV
records, it does not have to be a Win 2k DNS server.
Ideally the DNS server should support dynamic updates, but dynamic updates
is not a requirement like support for SRV records.
