disabling ping

I hope this is not too broad a question:
If ping is disabled except for between hosts on the same subnet, will that cause problems with the domain controller locator process and/or group policy delivery?

Disabling ping between subnets will mess up GPO processing. Slow link
detection cannot work if a ping fails.

yes it will, not just the slow link detection, but the whole DC locator process is affected which in turn affects the GPO's being applied. It is particularly noticable over slower WAN links, 2Mb downwards.
