"Diamond Ati Radeon X1300 AGP" Problem

Well I just bought the "Diamond Viper Ati Radeon X1300 AGP 512MB" and I tried to install it. So I plugged everything and started my computer...it got stuck and I had to put my old card back. So i uninstalled all the Display drivers and others. I put my new card in and it worked and the "Found New Hardware" showed up and it doesn't have any drivers for it so i put in the CD that came with the video card and installed everything. I go into the device manager and see that there is a yellow exclamation mark beside it, in the properties it says "The drivers for this device are not installed. [Code 28]
To reinstall the drivers for this device, click Reinstall Driver." I reinstalled it and it was still the same. Anyone know why this is happening?
