services (400) Unexpected Win32 error: 0x20

Hello,
Our advanced server gets the below error continously,

Category: (7)
Event ID: 0

Description:
services (400) Unexpected Win32 error: 0x20

And right after that we get the below warning

Event ID: 1202

Description:
Security policies are propagated with warning. 0x4b8 : An extended
error has occurred.

For best results in resolving this event, log on with a
non-administrative account and search http://support.microsoft.com for
"Troubleshooting Event 1202s".

When we double click on C: in the windows explorer we get "the process
cannot access the file because it's being used by another process" and
we can't get into c:
And in the c: properties everyting seems to be 0. used space, free
space, capacity. I think the above errors are a result of this.
0x20 error is "the process cannot access the file because it's being
used by another process", The server is working properly. It's a file
server. When I restart it the error goes away for some time. The other
logical disks works for now.I couldn't find anything in the technet
nor in the groups.
Is there a process that controls the disks, what may cause this
problem.
