A HP server running Windows 2000 Advanced Server with 4 Xeon CPUs installed.
Users log on it remotely with ICA or RDP clients and use its software
including Netomac, Matlab and so on. The problem is that average CPU usage
can't exceed 50% whichever program you're running for a single user. How to
remove this limitation? Many many thanks for your answer.

BTW: Administrators, power users and users all experience this annoying
problem.

Keep in mind that most programs will only use one CPU, and if two CPUs are
maxed out, the CPU usage will show at 50%. That's about the only thing I
can think of.
