Is there a way (hopefully without a script) to log off a user after a
certain period of inactivity?

The WinExit ScreenSaver part of the Windows Resource Kit.
http://support.microsoft.com/default.aspx?scid=kb;en-us;314999&sd=tech
The KB says Windows XP - its applicable to 2k too. You would want
to test it out in NT and 9x.

Next you can push out a GPO to the required machines with these
settings:
Open the GPO - go to UserConfiguration - Admin Templated -
Control Panel - Display
1. Screen Saver - enabled
2. Screen Saver Executable Name - use the
%systemroot%\system32\winexit.scr as the path and ofcourse use a
batch file to copy out the winexit.scr to the same folder.
3. Password Protect the Screen Saver
4. Screen Saver Time Out
