Users with rights to "Add computers to this Domain" appear..

We use a single account for the student assistants in our IT department to
add computers to the domain. However it seems they can only add so many
before they get cut off and the only ones allowed to add computers are the
domain admins. I was told that this a setting in the AD schema that can be
changed. Does anyone know where and how? What are the default settings and
what would they need to be for this account to be able to add an unlimited
number of computers to the domain. What are the pros and cons about this
action. Windows 2003 Enterprise edition in mixed mode. I will be glad to
supply any further information needed.
