Are these readings normal? +12V rail a little too low?

SpeedFan is showing these results for my OCZ PowerStream 600W (sustained) which I got a week ago and installed yesterday with my system.

Vcore1: 1.20V
Vcore2: 3.17V
+3.3V: 0.00V
+5V: 4.92V
+12V: 11.52V

-12V: -16.97V
-5V: -8.78V
+5V: 4.73V
Vbat: 2.94V

I know my PS has adjustable rails... but I haven't touched them yet nor do I know what to do with them.

Are those readings normal or... do I have reason to be concerned?

What's the lower reading caused by? Is it due to a bad PS or what?

And why is my 3.3V rail reading 0?

EDIT*I guess SpeedFan is wrong, ASUS Probe is reading the +3.3V rail as 3.17V. But the +12V rail readings are still low, averaging around 11.54V.

I am no expert on this but there is a tolerance. Just do a +-5% and if your voltage is within the limits, there really isnt much to worry about. Low voltage is caused by bad PSUs or ones that aren't properly made.
