I have had this happen to 3 terminal servers. Internet explorer will load
fine for some users. However others have troubles with IE> When they click
on IE it hangs. I ck the event log and get this. I don't want to have to
rebuild every time I have this.

I would try re-registering the wininet.dll first.
"regsvr32 wininet.dll"

I have the exact problem the gentleman you replied to was having,
right down to the number of servers affected. I found a fix where
disabling write access to the c:\winnt\temporary internet files
allows internet explorer to work for all users, but that causes a
secondary issue with MS Outlook. No users are then able to view or
create email attachments. I have, so far, found absolutely nothing on
this, and have been researching it since last Friday. Any suggestions
would be much appreciated.
