need help getting rated 250MHz on corsair 4000pt s

I can't get the 2048-4000PTs that I have prime95 stable at their rated 250MHz...

I've put the CPU multiplier down to 6x,
Vmem = 2.8V,
Vcpu = 1.35 x 1.144% = 1.5444
1T timing,
1:1 mem dividor,
4x HTT multiplier,
All over voltages are at stock,

and the memory settings are:

These timings should be pretty relaxed but I can only get prime95 stable (tested for 3 hours) up to FSB of 243MHz... A LONG WAY OFF 250MHz.

Adding more voltage to memory doesn't help. Does anyone know what the Tref should be for these dimms? 7.8us??? 15.6us??? Also, what should the drive strength and data drive strength settings be for these dims?

Someone please help, I've been trying for a while here.
