Server does not load more applications

Archived from groups: microsoft.public.win2000.advanced_server (More info?)

Server is ruuning,
we have space available in hard disks,
we can use anyfile in the server,
we can logout and logon in the server,
we can print using printserver in this server,
but
I can not start any applications in server, for example I tried start
eventviewer, internet explorer but these applications appear in task manager
(process) but not run.

After restart of server system runs well until the same problem appears again.

Please, could you help me?

From a command prompt;
net start
is 'Event Log' listed?
