can anyone tell me if this cpu is burnt out? or broken?

no thats the red light on the camera...i thin that blue spot might be burn marks? maybe? i dont know..it turns on..but nothing on the moniter..i thoguth there was a short in the mobo, becuase the ram works heres the mobo http://www.msicomputer.com/product/detail_spec/product_detail.asp?model=MS-6390LE-L
