Greetings,

Is there anywhere I can get the following file (or more recent version)
without having to pay MS for a service call? I have been chasing this
problem for days and I finally figure out what is causing it and the
article (ID:828153) says you have to contact Microsoft?

If all you want is the hotfix, then MS will not charge you for it.
Yes you must open a case with MS to get the hotfix.
As long as you make it clear that all you want is this hotfix, then they
will not charge you.
