From the "Run" box try;
regsvr32 %windir%\system32\appwiz.cpl

regsvr32 %windir%\system32\webvw.dll
to rebuild several *.htt files

If unsuccessful try
sfc /purgecache
sfc /scannow

Or try the regedits described in;
