Run as Adminiator/Different user - programs and features

There has to be a way to run this as Administrator. You just right click in xp and can run as administrator or different user but this doesn't work for windows7.
I have a program that needs to be removed but only goes half way then states you must be admin. I can log off and back on but it would be sooooooooo much easier if I could just run as admin or different user like in xp.

Hold down shift, then try the right click context menu.

Other than that, have a read first online - as this stuff is pretty easy to find for yourself. eg: google.
