computer boot halt... possible psu failure?

hi,
i have Seasonic S12 600W PSU...
i'm not sure what's the problem with my computer...
no matter what i do, my computer does not boot after the windows logo.
it seems like no power is circulating with a *poof* kind of a sound.
no more loading from HDD, no power in keyboard, nothing...
i tried formatting hard drive; it has same result.
one weird thing is that i can boot to safemode fine...
i was looking for the flaw; i found out my psu's 5v rail only has 4.5v now..
it was about 4.9 before!...
my mobo's bio also indicates about 4.5v on both of 5v rails...
can this be a problem for booting up??
or does this sounds like HDD failure??
or does this sounds like software problem??
need help asap...
thanx in advance for any help regarding this issue...

that PSU is very good, maybe just a HDD issue? if its runnign during windows installation then the PSU should be able to handle a boot into windows. I'd put money on a bad version of windows or a bad HDD.

It could be the hard drive or other peripheral devices.
Something’s not right during post in your boot sector.
You’re not over clocked during your install are you?
Disconnect optical drives, floppy and pci devices if loaded.
Try one stick of ram and alternate between to isolate your problem.
If you’re over clocked go back to default settings and try to repair your failed install.
If you can boot in safe mode your psu may still be ok
Try other things first before condemning your hdd

i'm not sure with over clocked you mentioned.
what do you mean by over clocked during install??
I asumed the 2.75ghz in your signature was more than 2.2 stock value of the X2 4400+ thus being overclocked.

sounds like a possible ram problem to me. or your processor could be overheating.you could have a bad hdd. and yes if your computer is not getting enough power it might not be able to boot. so it can be a number of problems unfortunately. my only advice is that you are going to have to try to use each part, besides the processor and hdd, in a different computer. so if possible try putting your psu into another computer and see if it boots. also try putting your ram into another computer to see if it boots also. If your computer is overclocked then you might be having stability issues which in that case you can increase the vcore on the processor, but will produce more heat. So try putting your processor back to its regular settings and see if it still doesnt boot.

i ran memtest 86+ for 12hours while i was sleeping;
it showed no error... can there exist an error even it says no error?
i will try to raise vcore...
i don't think heat will be the issue since my cpu runs @ 27 idle, 36 full load.
damn... checking part by part will take some time X(

i got the problem fixed now.
thanx guys.
it was the daemon tools 4.03 problem.
i uninstalled daemon; it boots up fine..
