question reguarding a possible fried motherboard

i was wondering if there is any way to test a motherboard that might have gotten fried, other than putting a cpu in it and risking my cpu too

i think that you can get a diogonstics PCI card they cost about hk$30, which is around 5 US, though i'm not too sure what they are for, and if you can get them in the US
or buy an old CPU...
