I am trying to ascertian whether or not the video card assists the CPU in encoding video. Should I notice a performance increase when encoding video after upgrading a video card?

The short answer is .... ABSOLUTELY NOT.

Unless you're trying to view a video "while" encoding ..... then yes. It would benefit slightly ...but even then only miniscule if its not HiDef viewing.

A video card will not help you encode video unless it is one of the ATI X1xxx series of cards, then you could encode video 5x faster than with cpu alone, using ATI's free converting software.
