I think it was 40$ for win 7 pro, including the backup DVD.
You pay for a download, but I don't recommend it. It's
better to wait for the backup disk to arrive.
For win 7 64 bit, it allows a fresh install, the rest are upgrades.

I used the download and it worked as a fresh install, after I copied it
to an ISO disk. It's still working fine. I should have waited for the disk
to arrive. It was actually $27 for win 7 download and $13 more for the
disk. You really should buy the factory backup disk.

Yes, you can do a full install (boot from DVD) or an upgrade (boot to previous version of Windows and launch the update). Keep in mind that you can't upgrade from a 32-bit OS to a 64-bit OS. That requires a clean (custom) install.
