I cannot seem to make Windows Media Player Synchronize to the external SD or
CF cards on my Dell Axim. Any suggestions?

Media player 9 and 10 definitely work. This was a problem with some of
the Beta releases of media player 10, but it was fixed before the
final release. I noticed it with Axim X3 but I'm sure it was a deficit
in the beta, not with the player on the device.
