I just observed some ethernet packets with protocol type 0x9999, and
destination address like 00:04:6A:00:00:00.
What kind packet is it?

The ethertype means nothing to me, but '00:04:6A' is Navini Networks
(http://www.navini.com/). Perhaps that helps some.
