I'm wanna upgrade my video card, i,m looking at the X1900XTX since the price dropped. I wanna spend around $400, i,ll spend more if the price / peformance is still really good.

So my question is should I go for the X1900XTX of wait and get the new X1950XTX, is the performance on the X1950XTX going to be alot better then te X1900XTX?

The X1950XTX has a redesigned cooler and GDDR4, but isn't really all that different than the existing X1900s. Be aware that the X1950XTX will likely take the top spot pricewise, and may exced your $400 budget.

BTW, there's a graphics card forum.

Don't forget the memory clock speed boost that seems to be working to great effect. One more thing is that i heard the release date is pushed back to september 14th. No good for me so i'm getting a 1900xt.

And ditto, graphics forum.

As of August 9, 2006 ... the DailyTech reports that the ATI Radeon X1950XTX is slated to be released August 23.

Leaked benchmarks indicate a massive performance gain over the previous X1900 line. The benchmarks are a little confusing, but from what I understand two X1950XTX's in a CrossFire configuration simply trounce the NVIDIA 7950GX2 in its Quad-SLI configuration.
