Cannot telnet in range

Hi all

I have a unix server on the IP 193.195.89.252/255.255.255.0. The rest of my
AD domain is on 192.168.53.0/255.255.252.0. My gateway machine has RRAS
running with a second IP of 193.195.89.215/255.255.255.0 for routing through
via a static route. This has worked well for 3 years now.... but recently
with an increase in our machine numbers the DHCP server has started to
allocate 192.168.54.0 addresses. Machine's with these IP's are having a
delay of 90 seconds before a telnet login will appear. When i change back
to a .53 it works within 2 seconds.

Does anyone have anything ideas as to what i could check? I have check alot
of my setup and cannot find the problem.
