I am able to sync and surf wirelessly with my iPaq on my home network.
My problem is when the PPC resets, I have to do a ping to an IP
address before I can sync. I appears that WINS in not working, or
something. I ended up using Pocket Hosts to create a host entry for my
home PC. Everything works fine now, but I am wondering why I had to
create that host entry.

Is Netbios enabled on your PC? Also is its name a valid netbios name with no
special characters?

Do you mean Netbios over IP? I tried enabling that on my PC's NIC, to
no avail. And I have the TCP/IP NetBIOS Helper services set to Manual.

Got it. Turned on NetBIOS over TCP/IP on the desktop, then shutdown
the desktop and router. Turned router back on, then desktop, et voilà!
