I have been extremely happy with the photo quality my Canon S900 prints out. I've been taking pictures with my Sony DSC-S85 4.1MP Camera, and the print outs on glossy paper are amazing.
If fact, best buys lists this for about $350, but you can go somewhere like http://www.buydig.com/ or somewhere similar and pick it up for under $300 before shipping. But with all that said, you will save about $60 buying it on the web.
I also picked up an extra set of ink(6) for $49 and they didn't charge me shipping so that saved a good $28ish compared to best buy.
Now if you are thinking more around $400, then I would go with the Canon S9000 or one of the newer Epsons.
