No Control Panel Functionality... HELP!

Hello!

I'm having a problem with my system. I can't run any of the control panel utilities. I double click on them, and nothing happens. The only ones I can get to come up are the display properties, and the systems properties, through the right clicking on the desktop. Any ideas on how to fix this problem?

Also, when I go to run media files, nothing happenes. Another file is created with the same name, but with ".exe" appended to the end. I can run the files if I go into the application, and then open them from there. Any ideas???

Reinstall Windows ... and then post back here if that doesn't fix the problem(s). You probably have some damaged or missing system files and/or Registry corruption.

I've had exactly the same problem at work with NT 4 server, the only option was to reinstall from scratch.

P.S. It wasn't a virus

hmm, odd, I;ve never come accross anything that changes filenames except a virus, I wonder what caused windows to do that?
