Event 11157 DNSapi error

I am receiving the following error when I run "ipconfig /registerdns"

The system failed to register pointer (PTR) resource records (RRs) for
network adapter
with settings:

Adapter Name : {A4105155-16E2-451E-B811-37FCE5DC4313}
Host Name : xxxxxxxxxx
Adapter-specific Domain Suffix : xxxxxxxxx
DNS server list :
192.168.40.5
Sent update to server : 255.255.255.255
IP Address : 192.168.13.50

The reason that the system could not register these RRs was because of DNS
server failure. This may be due to a zone transfer lock on the DNS server for
the zone that your computer needs to update.

You can manually retry DNS registration of the network adapter and its
settings by typing "ipconfig /registerdns" at the command prompt. If problems
still persist, contact your DNS server or network systems administrator. For
specific error code information, see the record data displayed below.

This information warning shows up on both 2003 and 2000 member servers in a
2000 ADS domain.
How do I force the PTR recored to be created?

Also when a computer running 200X in a AD domain is set to use static
records when that server is joined to the domain should it by default create
the PTR record or just the RR record? I understand that if you manually
create the RR and select to create the PTR record it will create it, but if
it is automatically created via joining the domain will the ptr be created?

The first thing I would check is to ensure the reverse zones are created
properly for your subnets and that updates are set to allow.
