Advice pse re syncing with Exchange vs Outlook

Please could someone advise me on syncing with Exchange 2003 vs Outlook.

Essentially we (an International company) have a Global Address List in
Exchange, and I want to be able to sync ONLY the Australian contacts. Can I
do this by choosing to sync to Exchange when partnering initially in Active
Sync? Will I also be able to sync my local Contacts in Outlook if I choose
this route?

The challenge in synching with Outlook, is that the Australian contacts will
be in a Public Folder and hence we will need Intellisync or such like to
sync those (+ associated expense).

Advice much appreciated!
