The service pack uninstall files take up about 300 mb of
space on my c drive. I heard you can remove them to clear
up space. Is this safe and what do I have to watch for if
I do so? Thanks

Assuming that you're referring to \WINNT\$NtServicePackUninstall$, it's
safe to delete that folder but if you do, you'll no longer be able to
uninstall the service pack. If that's not an issue, delete away. If
possible, I'd copy the folder to a CD first, just in case you find someday
that you really want one of those older files.
