Absolutely. I mirror finished the bottom of my video coolers and applied arctic silver compound. Shaved a few celcius of heat off. Great results, it's a pain to remove the tape if that's what your cooler has, though. Do it!
Just be very careful to keep the compound on the heatsink and chip surface and not any of the surrounding circuitry. I recently burnt out my Radeon 9800 that way.
I mirror the HS finished my Geforce2 Ti back in the day when the GF3 was hot off the block, and I was young and stupid. Apparently I tried to make some ramsinks out of homemade material... and my silver seeped and shorted some circuits. bit of smoke, didn't smell too good... I cleaned it off and reinstalled drivers. Card worked like a charm, still does.
