Turning on 20 pin power supply

I want to use a computer power supply for a non-computer related purpose as an adapter for 12 volts. Is it possible to turn on a 20 pin power supply without it being connected to a computer board like you could with the old at power supplies? If so, how?

Connect the Green and any Black wire of your choosing with a paperclip

its not that important, but i guess there isnt a way where a switch can be toggled once then off and the supply can stay on? kinda like a modern computer switch?
