How to test and is it safe outside of pc.

I found in this forum about testing a psu with it out of a computer. Is it safe to do this with no load on the atx power supply and no sensing like when it is hooked to a motherboard. And if it is safe how do you do it.

It is safe. Google it or find it in the forum again, I posted one but forgot the thread. You have to have some load or it wont turn on, so plug some of your fans in. Don't test it when it is hooked up to the mobo (i'm not sure what yoyu really mean in that sentence concerning your mobo)
