iPaq Battery Charge

Hello
My iPaq 3835 would not hold a charge. I installed a new battery. Still will
not hold a charge. I tried two different chargers. The yellow led blinks
when on charge. In fact it blinks even after I take the charger off. Then
when on charge I push the on button and nothing happens. I have to do a
reset. The battery charge always shows 39%.
Any ideas?

Yes, the battery inside the main unit. I purchased a new one and installed
it. Still no charging. I do not have an extra battery (second battery or
battery jacket).
