i think 14MBytes/s is an (typo) error.
DSL can support downstream bandwith of up to 8 Mbits/s
& upstream bandwith to 1.5 Mbits/s (even VDSL supports 52 Mbits/s downstream).
i believe in fact your speed is something like 140KB/s which corresponds to around
1.2 Mbits/s ?
if its right, you can choice xDSL.

No, it lasts throughout the entire download, but doesn't happen on every download.

That's plenty to play quake, I played with a friggin 56k, I would typically get owned, but late at night when the traffic was low I could get some decent fragging in.

How do you mean? I don't have another Internet connection and I don't run a server myself, I just connect with one.

I always try to connect with a fast server, even with a server with a low ping my ping is high and I get some lagg.

I don't play it often but I did play it on different days and hours, but with our internetconnection the speed doesn't vary much through a day.

well, how did you find your online games servers through internet ?
maybe you could find some servers more geographically proximately ?
(this could involve a ping improvement)

Quake automatically search the entire Quake network for servers and sorts them by ping and founding time. They can't be sorted by location.
