When booting up, sometimes the system freezes, and in the
system log is the message "The tcaicchg service failed to
start due to the following error:
The system cannot find the file specified." Any idea what
this means?

tcaicchg, TCAITDI are related to your network interface (I believe 3com
diagnostics tools). Reinstall the tools or set the service startup to manual
or disabled.
