Computer restart at start up

About half a year ago, I couldn't turn off my computer using the window command, I had to directly turn the power supply off. If I did use the window turn off option, it will just automatically restart computer.

The problem is that everytime I turn off a computer ... say for like a day, then I want to turn it back on, it will keep on restart for every 3 - 5 sec, and the computer will turn on when I just flip the switch of the power supply. It feels like the power supply does not have enough power and it is charging it up slowly by restarting. So the computer will actually works fine after it "recharges" for a few min...

I am thinking that the problem is the power supply. I had a free power supply 350 W that came with the case, and I checked that all I need is 300 W, so it should be fine...

Or do you guys think it is some sort of virus or Mobo problem? Some suggestion will be appreciated. Thanks. :D

Gotta spare HDD?

Try popping that in there and starting a Windows install.
There are also some Bootable USB OS setups around.

Try something like that.
If they fail, its Hardware.
If they work, its likely software.
