New PC & laggy game

I just put together a new system and bought the new Hitman: Blood Money game. However when I play the game it is extremely laggy, to the point were when an enemy fires a shotgun it takes him 30 seconds to pump it for the next shot (just the next shot, im not talking about reloding). I even overclocked my CPU and my video card and while that showed improvement it still is extremely laggy. I have installed the latest ATI catalyst and DirectX9.0c (I think, whichever one came with the game). Below are my system specs and the system requirements for the game. If anyone can give me some ideas to improve gameplay I would appreciate it very much.
