i was just wondering if it would be better to buy a videocard with faster core speed or a videocard with more memory?
Generally more memory doesn't lead to a good a large amount of performance gain compared to a faster core but there are some factors to consider such as the type and speed of memory in question. A card with 128MB of GDDR3 running effectively at 1Ghz is better than a card with 256MB of ddr running at 700Mhz. Generically speaking that is.
and it is pci... also im willin to spend 150$.....any suggestions?

It's a decent card but there are others that might suit your needs depending on what you plan to do with it. The 7600GT pwnz the X1600XT and is getting closer and closer to the X1600XT's price range and is highly worth considering.
For CS:S and BF2 you might want to consider the
smoking deals at Newegg (is you're in the U.S.) on the X850XTs too. For less than a $100 after rebate you'll get a good card that can easily handle those games. The X850XT is also a better card than the X1600XT, however it does lack the SM3.0 support that the X1600XT has. Other than that the X850XT will run circles around the X1600XT.
