Cannot open any program (executable files) on my Computer

I cannot open any program or executable file by double clicking it on my
desktop or by clicking on it from the programs group. When I click, nothing
happens; no error message. At first I thought it was the SirCam virus or the
PrettyPark worm that prevent one from running any exe files by corrupting
the .exefile association in the registry. That doesn’t seem to be the case.
How can I solve this problem to be able to lunch applications? Can someone
please help?

Even changing the name of regedit.exe to regedit.com does not solve the
issue. No exe associated file runs. Period! Even copied the five registry
hives from the c:\windows\repair folder, which worked for a bit, then exe
files would not execute. As Togar writes, anything short of re-installing
windows, what can we do
