I am going to be setting up a barcode system at work and I want to use the
Symbol 2800 Pocket PC scanners. They would be perfect for our application,
but they are worried that some employees will be playing around with the
Pocket PCs when they are supposed to be doing their job.
Is there a way to password protect or somehow block access to everything
except the application I develop for them to use?

Same app here. Get the Symbol browser - short of a hard reset it can
be arranged to come up permanently with only that application
available. It also runs in kiosk mode if you set it up properly.
The browser's available from them as a demo with limited
functionality, pay about $200 or so for full licences.

Spb Kiosk Engine looks perfect. But @ the $980 price tag just upped the
TCO.
I wish there was a cheaper solution, but that looks like the only one so
far.

Since you are writing the program (if I understand correctly), can't you
make it map the hardware buttons and require certain key combination to
exit the program, then make the program autoexec on start?
A program called KidPaint, for example, locks the unit in this method to the
program running and requires a certain action to exit the program, making it
safe to let a young one draw on the device without trashing the system.
(Throwing and stomping excluded, of course...)

The problem though is that someone who shouldn't know who to exit the
program will probably figure out the correct sequence of keystrokes. A
password based soultion would probably be best.

Unless of course you could come up with a way to send a 50,000 volt
shock to the person.
