Core Duo 2 would seem to be the processor of the day, especially if you’re getting a whole new system. As for the MB? Cant help you there, don’t know much about Intel anymore.

Core 2 Duo would be a processor of my choice but its not in your budget. Anyways:

Asus A8V+ AMD Athlon 64 3800+ S939 (I would go for the X2 3800+ if you can)

OR

Asrock AM2NF3-VSTA + same cpu as above except the AM2 version but this motherboard requires DDR2 ram.

Well, with a $200 budget, you're very limited in your choices. The only sensible route for you with your budget in mind is this:

ASRock 939Dual-SATA2:$64.99 +$6.13 S/H (though currently out of stock).
http://www.newegg.com/Product/Product.asp?Item=N82E16813157081

Athlon 64 X2 3800+ Manchester:$152.00 (Free Shipping).
http://www.newegg.com/Product/Product.asp?Item=N82E16819103562

Total=$223.12+ tax(if applicable).

That's about the cheapest that you will get a dual-core setup running for, and according to ASRock's website, that board will support an X2 3800+ without needing a BIOS update. GL :)

PS. Many will post and tell you to get a Core 2 Duo, but ignore this if you really can only afford ~$200.

$200 isnt very much to play with. For $200 I would consider a A64 939 setup.

939 is going away in the not to distant future, but they are cheap right now, next generation ahead of the XPs, and your RAM HDD, and AGP will still be usable

You can get a X2 3800 for $165

A64 3700 $110

Asus A8V mobo $90

You can't go X2/C2D with $200 but you can get:
AM2 sempron 3200+ (1.8G) retail for $65
Decent AM2 board for $60
2x512 DDR2 667 for $70 (or slightly more)
-----------------------------------------------------
Total $200

Sell the existing system if you can and get a PCIe card. This is the best upgrade for your budget and will set you well for an upgrade path.
It is TOTALLY useless to spend even $200 and work with DDR 2700 and an old AGP card.

The cheapest decent dual core is the X2 3800+ and it is at least $160 HSF included, then only $40 left for the mombo (939 to use his DDR)?!?! The only way is with a discount or used mombo but then, still with 333MHz DDR and not sure he has 2 identical sticks for dual channel.
There's simply no point to go dual core at these specs. Conroe proof stuff is pretty expensive now and a plain LGA775 board for PentiumD leaves you just there, same problems as with 939. An AM2 will be upgradable to dual core for around $100 in one year or even quad core for something more.
