Wrong CPU clock speed w/ DS3?

I overclocked my FSB to 400Mhz and E6400 to 2.4Ghz using the following BIOS settings:

CPU Clock Ratio: 6x
CPU Host Frequency: 400Mhz
System Memory Multiplier: 2.00

Using CPU-Z, it correctly detects the FSB as 400Mhz and the Core Speed as 2.4Ghz. However, other programs such as Easytune5, CoreTemp, Sandra, and Orthos detect the CPU speed as being 3.2Ghz.

Is this normal, is there some kinda bug? Or did I do something wrong :?:

Did you upgrade to a new bios (F4 is the newest one) Did you manually set multiplier to 6X and turned off speed step?

Yes, the first thing I did when I first booted the system was flash to F4 BIOS ... and yes I manually set the FSB to 400 and clock to x6 in BIOS.

<EDIT> And yes, I turned off both C1E and EIST.
