I have a dell laptop running a hitachi 60 GB ATA 4200 RPM HD - It has been causing me trouble some time for now, and I was wondering what should the correct Temp be for such a drive - It is running at 37C after10-20min of bootup.

45C is a very typical, average temperature.
37C is quite low (below 100F).
If your HD hits 60C I would worry, LoL...
Make sure you blow out your laptop's cooling with some compressed air, and don't block the airflow's ingress or egress during use.
Run Diskcheck then defrag your harddisk (it will help temps somewhat).

45C is a little warm, but I would only start getting really worried if it gets over 50C. Like OGS said, blow out the laptop's cooling solutions with some compressed air. The defrag should also help slightly.

now it averages 48-50C when left on for 45 min approx.

when left on for 1 and a half hour, it hit 54C...

I defragged it, but don't have compressed air...
