Correct me if I'm wrong but,

AMD processors have dominated in that segment for several years now. Unfortunately for them, Intel's Core2 came out and cleaned up, taking that distinguishment from AMD. This, along with the ongoing price war, has caused the really great performing AMD procs to fall in price, thereby creating a better value. However, if money is no option, the Core2 series is the best performer. That said, it is beyond the point of diminishing return to get said lowest power chip.

But to answer your question directly, the Core2 is the best on the market.
