Lower Cas or higher frequency?

Well, I've read through the forums looking for the answers. Apparently, Amd systems works better with ram with lower cas. What is Cas exactly? Is it something like latency? Well, here is what I'm planning to build.

Amd x2 4000
Asus Crosshair
Ocz Gamexstream 700 watts
Seagate 7210.00 250 gigs hd
Evga 7600GT KO

I don't plan to overclock anything. I heard that voids the warranty.

Should I go with the TWIN2X2048-6400 or the TWIN2X2048-6400C4? Or should I go with lower frequency ram with lower cas?

With DDR2 rams latency is a big factor since the clock speeds are all very high. It still depends on how much the difference is. There is a point at which higher frequency will be better than lower latency. Yes AMD likes low latency generally. HOWEVER, higher mem freq on AMD means higher proc speed, which is the real difference maker.
