Hi Anthony,

You can't change the base operating system language, you can only add
support for other languages - good for email and web pages. Your friend
needs to purchase a full English version of WindowsXP (not an upgrade unless
he also possesses a qualifying retail media disk) and do a clean
installation with it. There is no other way.
