How to enable control panel explain in english

Hello,
I want to change lap top to english. I cant find the control panel. When I type in How to enable control panel the response is in hungarian which I cant understand

Click the "Start" Button, type "Control Panel" into the search box, and hit ENTER.

If you right-click the desktop, you should be able to get into some kind of control panel menu.
